School Education Department Issues Guidelines for Safety, Security, and Economic Empowerment of Women and Girl Students

Srinagar, May 20, 2023 – The School Education Department has recently released guidelines aimed at ensuring the safety, security, and economic empowerment of women and girl students. These guidelines have been issued in response to the recommendations put forth by the Ministry of Women and Child Development during the second National Conference of Chief Secretaries, which took place in New Delhi in January 2023.

The conference focused on two sub-themes: “Creating an Enabling Ecosystem for Safety and Empowerment of Women” and “Economic Empowerment,” aligning with the broader pillar of “Empowering Women” to achieve the vision of the Prime Minister in transforming the country into a developed nation during the ‘Amrit kaal.’

The Director of School Education Kashmir (DSEK) stated that several crucial points emerged from the conference, which are vital for ensuring the safety, security, and economic empowerment of women and girls across the country. In line with this vision, the department has issued a circular with actionable points to be adopted from the Planning Development and Monitoring Department on Women Empowerment and Health and Nutrition.

One of the instructions outlined in the circular is the encouragement of case studies or problem-solving exercises in which students are presented with scenarios related to women’s dignity, safety, and security, and their responses are sought. This exercise aims to foster innovative solutions to the challenges faced by girls and women, raising awareness among the entire class on how to tackle such situations.

To further sensitize students, the circular suggests the creation and display of short films, animated videos, and posters highlighting the do’s and don’ts regarding the treatment of women and girls. Additionally, when schools organize excursions, teachers are advised to observe whether the students are adhering to practices that uphold the dignity, safety, and security of women and girls. Teachers should also sensitively educate children on appropriate behavior in such situations, ensuring that they do not feel obligated or pressured externally.

The circular mandates that all Chief Education Officers, Cluster Heads, Zonal Education Officers, and School Heads strictly adhere to these instructions, ensuring their implementation in letter and spirit. This commitment to the empowerment of girl students is a significant step towards fostering a safe and inclusive learning environment.

These guidelines from the School Education Department mark a proactive effort to prioritize the safety, security, and economic empowerment of women and girl students. By incorporating these measures into school curricula and promoting awareness among students, the department aims to instill values of respect, dignity, and gender equality, creating a brighter future for girls in the education system and society as a whole.
