Transfer of Overstayed Non-Teaching Staff in School Education Department

Annual Transfer Drive to be Adopted for Matured Stay Non-Teaching Officials

Srinagar, May 22, 2023 – In a significant development following the transfer of teaching staff, the School Education Department has decided to transfer non-teaching staff members who have overstayed at their current positions. With over 475 officials having completed their prescribed tenure at their respective places of postings, the department is set to implement an Annual Transfer Drive (ATD) type policy for the transfer of these matured stay non-teaching officials.

According to the news agency, the Director of School Education Kashmir (DSEK), in a communication to the Chief Education Officers (CEOs) of the region, conveyed the instructions to initiate the transfer process for non-teaching and non-gazetted (Ministerial) staff members who have overstayed.

The DSEK reviewed the stay list of Junior Assistants provided by the CEOs and identified that more than 475 officials had already surpassed their prescribed tenure at their current place of postings. In light of this, the DSEK requested the CEOs to take immediate action to transfer the overstayed non-teaching officials, including Junior Assistants, Lab Assistants, Lib-Assistants, and MTS, in compliance with the instructions of the administrative department, transfer policy, and delegation of powers.

The DSEK also emphasized that the CEOs should submit a compliance report to the DSEK office within two days without fail.

It is worth mentioning that on April 26, the School Education Department issued a notification regarding the ‘conditional’ process for the Annual Transfer Drive 2023. The notification outlined the transfer of Teachers, Masters, Lecturers, Principals, Headmasters, ZEOs, and equivalents of the department through an online mode.

The department stated that employees with a mature stay of three years and above in Zone-I, II, and III, as per the transfer policy 2023, must compulsorily apply online using the prescribed application format.

By implementing the Annual Transfer Drive and ensuring the transfer of overstayed non-teaching staff members, the School Education Department aims to streamline staffing and enhance efficiency within the education system.
